A Bel Air man's appeal backfires

A Bel Air man who put up an $80 appeal fee to challenge a $5 parking fine had his day in Circuit Court on Dec. 31 and began 1993 short $85 -- and $15 in court costs.

Ameer G. Mikhail had appealed as "a matter of principle" after standing trial in District Court to challenge a $35 violation for parking in the parcel pick-up lane outside the Giant Food Store at the Edgewood Shopping Center in September.

When Judge John L. Dunnigan reduced the fine to $5 and ordered court costs of $15, Mr. Mikhail, 47, appealed.

Circuit Judge Cypert O. Whitfill upheld the fine and costs of the lower court.

Mr. Mikhail contended he had stopped to make a quick purchase and was in the store only about three minutes when he returned to his car and found a sheriff's deputy writing the ticket.
