A criminal summons was issued by a District Court commissioner yesterday for Ralph Theodore Norris, 26, of the first block of Carroll St.

According to District Court charging documents, Westminster Police Officer Michael Bible responded to a car fire in the Cranberry Mall parking lot about 1:30 p.m. Dec. 24. The car, a 1982 Dodge, caught fire because of electrical problems, Officer Bible said.

As firefighters doused the blaze, Officer Bible said he noticed a ,, corn cob pipe in a cardboard box. The pipe contained suspected marijuana residue, the officer said.
