Cincinnati Reds -- Reached agreement with OF Roberto Kelly (.272, 10 HRs, 66 RBI, 28 steals for the New York Yankees) on a three-year, $10 million contract. Signed P Greg Cadaret to a one-year contract.

Colorado Rockies -- Agreed to terms with 37-year-old former Orioles minor-leaguer P Bryn Smith (106-90 lifetime) to a minor-league contract. Acquired P Mike Grimes from the Philadelphia Phillies for cash or a player to be named and assigned him to Triple-A Colorado Springs. Signed P Bruce Ruffin for $225,000.

Detroit Tigers -- Re-signed 2B Lou Whitaker to a three-year contract. Re-signed P Bill Gullickson to a two-year contract for $4.6 million.

Montreal Expos -- Signed P Adam Peterson, P Mike Capel, P David Rosario, P Bruce Walton, IF Hector Vargas, OF Lou Frazier and OF Curtis Pride to minor-league contracts.

New York Mets -- Declined to offer salary arbitration to IF Dave Magadan, SS Dick Schofield, OF Daryl Boston and P Lee Guetterman.

Pittsburgh Pirates -- Signed P Stan Belinda to a $1.15 million contract.

San Diego Padres -- Acquired C Raul Casanova from the New York Mets to complete the Tony Fernandez trade.

Seattle Mariners -- Signed 1B-OF Mike Marshall (.246, 9 HRs, 26 RBI with the Nippon Ham Fighters in Japan) to a Triple-A contract and invited him to spring training.

Texas Rangers -- Named Bobby Jones manager for Triple-A Oklahoma City, Stan Cliburn manager for Double-A Tulsa, Tommy Thompson manager for Single-A Port Charlotte and Doug Sisson manager for short-season Single-A Erie.

Toronto Blue Jays -- Signed OF Joe Carter to a three-year contract worth almost $20 million. Signed IF Paul Molitor, who had spent his entire career with the Milwaukee Brewers, to a three-year, $13 million contract.

Sioux Falls Canaries (Northwest League) -- Named Frank Verdi manager.

California, Pa. -- Announced the resignation of Jeff Petrucci, football coach, so he can become associate athletic director for fund-raising.

Cal State-Fullerton -- Announced it is dropping its NCAA Division I-A football program and will work to restore the sport in 1994 at the Division I-AA level.

Eastern Michigan -- Named Notre Dame assistant coach Ron Cooper football coach.

Monmouth -- Named Terry Dow assistant football coach. Hockey

NHL -- Suspended Quebec Nordiques RW Owen Nolan for four non-game days for cross-checking Richard Matvichuk of the Minnesota North Stars. Nolan also was fined $500 and will not be paid $7,968 of his $550,000 contract. The Nordiques also were fined $7,968.

Buffalo Sabres -- Sent G Clint Malarchuk to IHL San Diego.

New Jersey Devils -- Recalled C Janne Ojanen from IHL Cincinnati. Called up F Bill Guerin, F Jarrod Skalde and C Scott Pellerin from AHL Utica.

Vancouver Canucks -- Signed a multi-year agreement with C Cliff Ronning, who had been scheduled to have his contract dispute settled through arbitration.
