A low-income housing development in Lansdowne is getting a full-time social caseworker, thanks to a federal grant awarded to the Community Assistance Network (CAN).

The caseworker, called a community resource specialist, will work from offices being built at the Circle Terrace Apartments. The 303-unit development, once known as Lake in the Woods, fell into disrepair before being sold to its current owners last year.

The $40,660 federal grant will be matched by $44,756 in local and state money. Nearly half of the matching funds will be provided by Wilder Richman Management Corp., which runs the apartment complex.

The company will donate more than $20,000 worth of in-kind services, such as office space.

Dick Doran of CAN said the caseworker should start next month and will provide the residents with counseling and other social services.

"The idea is that after you get these people some assistance, you help them take care of whatever problems they might have with family or day care, so that they can start thinking longer term about things like job training," he said.

"Once they get on their feet, people will be able to move out to other housing."

Mr. Doran said he hopes the caseworker will succeed and help tenants improve their lives.

"If this works, [hiring] a person like this would be in the apartment owners' best interest," he said.

"You might find that people in other low-income projects would want to hire such people."

The state's share -- $15,496 -- will fund four spaces in CAN's soon-to-open Lansdowne day-care center. CAN's contribution includes $5,000 in cash for emergency assistance and $4,000 in job counseling, training and placement assistance.

The grant was one of 18 awarded from a pool of 126 applicants.
