Two men arrested on drug charges

Two Annapolis men were arrested early Friday on multiple drug charges after a routine traffic stop, police said.

Richard Naylor, 20, of the 200 block of Croll Drive was arrested at his apartment after police allege he dropped several rocks of crack cocaine as he ran from an officer.

The officer had stopped a car driven by Mr. Naylor about 1:50 a.m. on West Street near Hicks Avenue, the report said. When the officer asked the driver for his license, the driver fumbled with something in his lap, frightening the officer, who believed the man had a gun. The officer called for backup.

The driver escaped while the officers struggled with a passenger who had climbed out of the car. After arresting the passenger, police searched the area and found on the ground seven small chunks of crack and a plastic tube containing traces of cocaine, the report said.

Police tracked down the car's owner and learned that he had lent the car to a friend. Officers went to Mr. Naylor's apartment where they found some marijuana soaking in PCP. Mr. Naylor was arrested shortly after 3 a.m.

The passenger, Victor A. Smith, 22, also of the 200 block of Croll Drive was charged with possessing cocaine, possessing drugs within a school zone, and possession with intent to distribute.

Police charged Mr. Naylor with possessing cocaine and PCP, possessing drugs with intent to distribute, possessing drugs within a school zone, driving with a suspended license and fleeing a police officer.
