Waverly Woods II foes ending their testimony

Opponents of the proposed 682-acre Waverly Woods II development in Marriottsville and Woodstock are expected to complete their case tonight.

The 13th night of testimony on a package of zoning changes that would allow a commercial, residential and golfing village in the rural north Howard County area will make the case the lengthiest considered by the Zoning Board since the mid-1970s.

Jean Quattlebaum, president of Citizens Allied for Rational Growth, said she plans to outline a variety of reasons she TTC opposes the rezoning.

Mrs. Quattlebaum and hundreds of other area residents, including many who bought homes from the project's developer, Donald Reuwer, generally oppose the rezoning request because it will radically transform the community of three-acre homesites and farms. Mr. Reuwer has compared the project, planned around a shopping center and golf course, to a Columbia village.

Mrs. Quattlebaum said her testimony will be followed by that of Larry Yeager, a professional development planner who lives about one mile from the project site.

The last witness is expected to be Susan Gray, a county growth-control advocate who lives in Highland, on technical problems with the developer's case for rezoning, Mrs. Quattlebaum said.

She said if the three complete their testimony, it is expected that closing arguments and rebuttals will be given at the 14th hearing session, at 9:30 a.m. Nov. 17 in the Howard Building.

"We will definitely be there in full force," she said of the expected final day. "We were really disappointed that we were scheduled for a morning meeting, but we're used to it. We'll work with it."

The morning meeting will make it difficult for all of the more than 400 opponents who showed up for the first night, but Mrs. Quattlebaum said she did not think it will sway board members one way or the other.

"If they haven't gotten the message by now, forget it. Whether its four or 400, it doesn't matter."

The rezoning package would allow 1.7 million square feet of office or other commercial space on 372 acres, a village shopping center on 8.5 acres, up to 300 condominiums and apartments on 42.6 acres, up to 503 town houses on 107.6 acres and up to 215 detached houses on 69.8 acres.

The hearing before County Council members, sitting as the Zoning Board, will begin at 8 p.m. in the George Howard County office building in Ellicott City.
