Carroll offers three programs to fight abuse Children's Council gets state grant

The district director of Family and Children's Services of Central Maryland briefed the Carroll County Children's Council on Wednesday about anti-abuse services available through Family and Children's Services.

Sandra Rappeport told members there are three programs dealing with different kinds of abuse that can take place within a family.

"Right now we offer the generic Family Counseling program, the Sexual Abuse Treatment program and the Battered Spouse program," said Ms. Rappeport.

All three offer individual counseling and group sessions, Ms. Rappeport said.

"Carroll County is one of two counties in Maryland that has a comprehensive treatment center," said Ms. Rappeport. "All of our programs are victim-oriented, and we require that the abuser be prosecuted."

In other business Lynda Gainor, deputy director of Human Services Programs, announced that the Children's Council was awarded the Children's Trust Fund Grant from the Governor's Office on Children, Youth and Families.

The Youth Services Bureau will receive about $6,600, while Family and Children's Services will receive about $6,300 of the state money. The remaining funds will be used for administrative services. The grant became effective Oct. 1, 1992, and will run through Oct. 1, 1993.

Leslie Hinebaugh, children and youth coordinator for the county, told the council that Northwest Middle School in Taneytown and West Middle School in Westminster will also receive grant funds this year.

Beginning in December, $11,000 from the state's Dependent Care Block Grant will be given to West Middle for its after-school program. Northwest Middle has already received its $25,000 award from the federal and state Child Care and Development Block Grant.
