Teacher faces abuse charge

A 33-year-old Glen Burnie school teacher was indicted yesterday on child sexual abuse charges for allegedly fondling a student at the school.

Frederick V. Kaiss Jr. of Centennial Circle in Ferndale was indicted by a county grand jury in an alleged incident involving a 16-year-old student at the Center for Applied Technology in Severn.

State's Attorney Frank R. Weathersbee said Mr. Kaiss was indicted for sexual child abuse, fourth-degree sex offenses and battery stemming from a Sept. 10 incident where he allegedly fondled a 16-year-old student "through her clothes."

The alleged incident occurred about 2 p.m. while she was taking a test at the school, he said.

He said the incident was reported to the state Department of Social Services several days later.
