Orioles -- Declined to exercise the contract option on P Mike Flanagan.

Minnesota Twins -- Claimed C Mike Maksudian off waivers from Toronto.

Texas Rangers -- Named Kevin Kennedy manager and signed him to a two-year contract.

San Diego Padres -- Traded four-time SS Tony Fernandez, 30, (.275, 4 HRs, 37 RBI and 20 steals in 40 attempts) to the New York Mets for P Wally Whitehurst, OF D.J. Dozier and a minor leaguer to be identified in December. Whitehurst, 28, was 3-9, 3.62 ERA in 11 starts and 33 relief appearances this year and has a career 11-22 record and 3.83 ERA. Dozier, a 27-year-old former NFL player, hit .191 with no homers and two RBI in 47 at-bats for the Mets after hitting .234 in 64 games at Triple-A Tidewater with seven homers and 25 RBI.

Toronto Blue Jays -- Announced they will not offer salary arbitration to OF Dave Winfield and OF Candy Maldonado. Declined to exercise the contract options on P Dave Stieb and P Mark Eichhorn.

Basketball

NBA -- Fined C Bill Laimbeer of the Detroit Pistons $7,500 for a flagrant foul against David Wood of San Antonio in a preseason game on Oct. 22.

Houston Rockets -- Suspended G Vernon Maxwell for one game for violation of team rules.

Milwaukee Bucks -- Signed C Jawann Oldham to a one-year contract. Waived F Joe Rhett and F Michael Smith, C Melvin Robinson, G Stephen Thompson and G Kevin Williams.

Soccer

Chicago Power (NPSL) -- Signed F Mirko Castillo and D Ed Puskarich.
