Valerie J. Williams named director

Valerie J. Williams has been named director of health services by the Vantage House Life Care Retirement Community in Columbia.

She will be responsible for the management of health care services for Vantage House residents in assisted living and skilled nursing care and those in the home's 220 independent living units.

She was director of nursing for the Complex Case Management Unit at Meridian Multi-Medical Nursing Center in Towson and unit manager for the Maryland Correctional Adjustment Center in Baltimore. The board of directors of Westinghouse Electric Corp. has elected Milton F. Borkowski of Ellicott City vice president of the corporation.

Mr. Borkowski is general manager of the command, control, communications, intelligence and marine divisions.

He started working in Westinghouse in 1957 as an engineer in the ordnance division at Baltimore.

A Baltimore native, Mr. Borkowski received a degree in mathematics from Loyola College in Baltimore. Cafe Normandie of Ellicott City has announced the appointment of Leonard DeLucca to its staff as executive chef.

Mr. DeLucca is a graduate of the Culinary Institute of America in Hyde, N.Y. and has worked in the Cayman Islands and the Pocono Mountains.

Century 21 gets new sales manager

Antoinette "Toni" Braglio of Century 21 Forty West in Ellicott City has been named sales manager.

Ms. Braglio has worked for the Ellicott City firm since 1989.

James G. Turoff named senior manager

James G. Turoff of Price Waterhouse has been promoted to senior manager in the Columbia office.

Mr. Turoff, who works in data analysis and data base administration support, holds a degree in information systems management from the University of Maryland.

Warren Rothouse appointed

Thulman Eastern Corporation of Elkridge has announced that Warren Rothouse was appointed to cover the Howard, Baltimore and Harford counties market.

Mr. Rothouse has been with Thulman Eastern for more than five years, most recently as sales representative for Montgomery County as well as serving as the organization's stone products manager.

He will continue to maintain responsibility for key accounts in Montgomery County.

Bob Goodier to serve as judge

Bob Goodier of Goodier Builders Inc. has been chosen by Builder Magazine and the National Association of Home Builders to serve as a judge for the magazine's annual Builders Spotlight awards.

The awards are given in three categories to those builders who demonstrate excellence in the residential homebuilding industry.

Mr. Goodier was chosen last year as Builder of the Year in the 11 to 50 homes per year category. He has been building in the Columbia and Ellicott City regions since 1985 in neighborhoods such as Clemens Crossing and Turf Valley Overlook.

Rose M. Cantrell joins Devitt

Rose M. Cantrell has joined the staff of Devitt Financial Services in Columbia as tax manager for the financial planning and investment advising firm.

Ms. Cantrell will be apprising clients of new tax laws and regulations as well as providing other financial assistance, including explanations of accounting issues.

She has experience and training in corporate and personal tax returns, payroll taxes, partnership laws and individual retirement plans.
