A New Sun in Anne Arundel ANNE ARUNDEL COUNTY

Today marks a new era in the history of The Sun -- an era in which the newspaper will cover the metropolitan counties more thoroughly than ever before. You and your neighbors in Carroll and Howard counties now receive a Sun tailor-made for you; in Baltimore City, Baltimore and Harford counties, localized editions are to be published beginning next year.

Why the focus on local news? Because while we know readers depend on us for state, national and world news, we realize that they care just as much about what is happening in their hometowns. Is the plight of Annapolis' homeless less important than the troubles of people in New York and Los Angeles? The actions of Boris Yeltsin and Helmut Kohl ultimately affect our lives, of course, but not with the immediacy that county politics has on us.

Because a newspaper is supposed to help you understand the news as well as provide it, this space will be reserved Monday through Friday for commentary on topics of interest to Anne Arundel countians. The Sun has provided a daily news section in Anne Arundel since 1988 and coverage throughout the newspaper's 155 years, but the paper historically has offered scattered commentary on county matters. That changes beginning today. We will present strong arguments on local issues -- the latest County Council vote, controversial neighborhood disputes, the PTA, crime, the local hero who deserves a word of praise.

The editorials in this space will be written from our Pasadena bureau and reflect the opinions of the newspaper's editorial board. Whether or not you agree, we encourage you to voice your views. Letters to the editor will be published Sundays on a page titled "Anne Arundel Viewpoints" in the Anne Arundel/Maryland section. "Viewpoints" will also include a column by Elise Armacost, an editorial writer. Unlike the editorials, this column will express the opinion of the writer and not necessarily those of the editorial board.

The goal of these efforts is to help shed light on local issues, and provide a provocative forum for discussing those matters most important to the people who live in Anne Arundel County.
