WESTMINSTER — Man accused of child sex abuse

A 46-year-old city man was arrested and charged with four counts of sexual and related child abuse offenses following a search and seizure raid at his home in the 400 block of Daniel Drive.

Westminster police said Richard T. Mercer gave alcoholic beverages to a 15-year-old boy whose parents had given him permission to stay overnight at Mr. Mercer's home. Between midnight and 2 a.m., the boy became sleepy and was invited to go to a second-floor bedroom to lie down, police said.

Police said Mr. Mercer got in the bed and fondled the boy, who phoned his parents before leaving the house. The boy was immediately taken to police headquarters to report the incident.

Mr. Mercer was charged with one count each of child abuse, fourth-degree sex offense, battery and contributing to the delinquency of a minor.

Mr. Mercer, who operates an on-call debris hauling business from his home, was released on his own recognizance by the court commissioner.

2 men arrested on drug charges


Two city men were arrested after their car was stopped on Md. 140 on Monday night and a K-9 dog alerted state police to the presence of drugs.

Edgar Eugene Knight, 21, of Robins Way and David Norman Beard, 20, of Sullivan Road were held in lieu of $2,500 bail each on charges of possession of marijuana with intent to distribute, possession of marijuana and possession of paraphernalia.

They were charged after the 1982 Toyota in which they were riding was stopped about 10 p.m. at Leidy Road and Md. 140.

Tfc. Donald Grimes reported that he and other officers recovered 1 ounce of marijuana and $64 from the men.


* West Main Street: Articles valued at $160 were taken from Vince's Seafood on Thursday, Steve Stahley told local authorities.

* Westmoreland Street: A bicycle valued at $90 was stolen from outside the home of Cheryl Scribellito, she told police Thursday.

* Littlestown Pike: Mike Reesor, an employee of Whitehouse Services, told police that a paint sprayer and a power washer valued at $2,399.98 were stolen from a van parked at the company lot. The theft happened Saturday at the contracting firm, which specializes in drywall and related construction, an official said.

* Madison Street: Property valued at $806 was stolen from the car of Gregory Bull on Saturday while the vehicle was parked at the rear of his residence.

* Railroad Avenue: A portable generator valued at $470 was stolen from the rear of a truck parked at the City of Westminster shop lot last week, Donald Gross told police.

* East Main Street: Property valued at $704 was stolen from one of the Fresh Air Distributors company vehicles while it was parked at the firm Tuesday.
