Family: Wife: Mary Jane, retired from Social Security Administration; daughters: Michelle Pullen and Mary Bare, both of Westminster, and Jeanne Vaccarino of Taneytown; and 10 grandchildren

Activities/hobbies: Formerly worked in foreign service for Social Security Administration and retired in 1987 as senior foreign analyst; member of the National Association of Federal Employees; charter member of Piedmont Pacers; two-time past commander of the American Legion Gold Star Post in Mount Airy, where he now serves as historian

Accomplishments: His 40-year marriage, children and grandchildren

Recipient's comments: "I have been through intensive training to learn how to judge these contests. It's quite a responsibility. We are building an enthusiasm, urging young people to come out for the contests. In the past five years, Maryland has won the national contest three times."
