Columbia man charged with sexual abuse of teen-age daughter Earlier allegations had been dropped

A Columbia man has been indicted on charges that he sexually abused his 16-year-old daughter repeatedly between June 1991 and last month, according to court records.

The 43-year-old man was indicted Sept. 3 by the county grand jury on charges of child abuse and fourth-degree sexual offense, records say.

Two of the alleged incidents occurred inside the Palace 9 Movie Theater in Columbia and while the man and his daughter were sitting on a bench at Lake Kittamaqundi in Columbia, according to a police report filed in Howard County District Court.

Other incidents allegedly occurred in the basement, dining room, hallway and the girl's bedroom at the family's home in the village of Long Reach, the report says.

The name of the man is being withheld to protect the girl's identity.

The indictment comes after the girl recanted statements she madein October 1991 that her father was sexually abusing her.

Charges of child abuse and fourth-degree sexual offense against the man were dropped by the Howard County State's Attorney's Office in January, when the girl recanted, records say.

"Once she recanted and returned home, she thought that the defendant . . . would stop sexually abusing her," the police report says.

"The abuse did not stop; it got '100 percent worse,' " the report says. "The defendant was only concerned about losing his job."

The girl, along with her mother, went to police Aug. 8 to report numerous alleged incidents of abuse by the father, the report says.

During the police interview, the girl withdrew her recantation and reaffirmed the initial allegations she made about her father, the report says.

The girl told investigators that her father fondled her while inside the Columbia movie theater and at Lake Kittamaqundi, police said.

The incidents are alleged to have happened between June 1, 1991, and Sept. 28, 1991.

The man also allegedly fondled her and exposed himself at their home between June 1, 1991, and Aug. 8, police said.

Police arrested the man last month, charging him with 10 counts of child abuse and five counts of fourth-degree sexual offense.

If convicted on all charges, the man faces a maximum sentence of 155 years in jail.

The man was scheduled for a preliminary hearing in Howard County District Court on Wednesday, but the proceedings were canceled because of the indictment.

The indictment transfers the case to Howard County Circuit Court, where no proceedings have been scheduled.
