As he and running mate Al Gore wound up the third bus tour of their campaign yesterday, Bill Clinton proclaimed that Republicans "ought to be ashamed of themselves" for stooping to attacks on his wife and questioning Democrats' commitment to God. Even Housing Secretary Jack Kemp agreed that the criticism of Hillary Clinton had gone too far.

President Bush, for his part, told an enthusiastic crowd at the Illinois State Fair yesterday that the Democratic nominee had begun to "whine and complain" under the pressure of a newly invigorated GOP campaign. He vowed not to let the "nightmare" of a Clinton presidency happen.

Meanwhile, a CNN-USA Today-Gallup poll released yesterday found Mr. Clinton ahead of Mr. Bush by 10 points, 52 percent to 42 percent. The week before the GOP convention, the same poll had Mr. Clinton ahead by 19 points.
