Peters named chairman of housing services group

Joseph E. Peters, executive vice president of First National Bank of Maryland, has been named the 1993 chairman of Neighborhood Housing Services of Baltimore Inc.

Kenneth Trout, president and chief executive officer of Signet Bank, and Edward Brush, president of the Fountainhead Title Group, have joined the organization's board of trustees.

Founded in 1974, the non-profit organization has worked to revitalize declining neighborhoods in Baltimore and provide affordable housing opportunities for low income residents.

It has helped more than 750 families become first-time homeowners in Govans, Patterson Park, Coppin Heights, Irvington, St. Joseph and Carroll. It has also rehabilitated more than 500 vacant homes and packaged loans totaling more than $22 million.

The organization's latest project is a rehabilitated house at 105 S. Loudon Ave. in Irvington, which was opened for inspection for the first time yesterday.

NHS found that South Loudon Avenue was one of the weakest blocks in Irvington and chose to acquire and rehabilitate three houses within one block to encourage other area homeowners to fix up their properties.

The organization has also used this "intervention method" successfully in Coppin Heights.

Housing Policy Commission

Gov. William Donald Schaefer has appointed three new members and reappointed one incumbent to the Maryland Housing Policy Commission.

The new members are Joseph Ciotola, retired administrative judge from Baltimore District Court; Robert Sallitt, Queen Anne's County's administrator; and Duane Yoder, executive director of the Garrett County Community Action Committee. The reappointed member is Sylvia Canon, executive director of Carroll County Human Services Programs. Ten other members were not due for reappointment and remain on the commission.

Created in 1983, the 17-member commission helps the the state's Department of Housing and Community Development identify ways to increase housing supply and ownership

opportunities for people of low and moderate income. Its chairman is Margaret Allen, senior vice president of AGM Financial Services Inc.

Maryland Historical Trust

The Maryland Historical Trust has awarded grants totaling $58,865 to six jurisdictions to help support preservation projects. The 1992 grants include:

* $19,000 to the city of Annapolis to produce expanded and updated survey documentation for 40 sites in its historic district.

* $8,000 to the town of Bel Air to produce survey documentation for 70 historic properties.

* $4,100 to produce a video on the tobacco culture of Calvert County.

* $16,547 to launch a one-year folk life, oral history and photo documentation project on the railroad culture in Hagerstown between 1880 and 1920.

* $7,100 to produce updated survey documentation for six rural historic properties in Talbot County, focusing on the African American village of Bellevue.

* $4,118 to update photo documentation for about 200 properties listed on the Washington County Historic Sites Survey.

Around the region

* Ten waterfront town houses at the Ocean View development in Bethany Beach, Del., will go on the auction block Sept. 3, with three scheduled to be sold regardless of price. Michael Fox Auctioneers is handling the sale of the town houses, located off Central Avenue in the beach community.
