Transportation Bureau of Baltimore Inc., a freight traffic management firm, named Samuel R. Polakoff executive vice president and Ed Jordan vice president of sales and marketing.

The Johns Hopkins University Applied Physics Laboratory in Laurel named Gary L. Smith director, Richard P. Suess assistant director for program development, and G. Richard Garritson head of the aeronautics department.

Employer's Exchange, an employment agency in Towson and Bel Air, named Phyllis K. Lyons temporary services account manager.

Group 1 Software, a provider of mail management software in Greenbelt, appointed Dana Peta manager of business affiliate relations and Suzanne Porter-Kuchay manager of public relations. MNC Financial Inc., a Baltimore-based bank holding company, promoted Vickie B. Tassan to senior vice president and corporate Community Reinvestment Act officer.

The Bank of Baltimore promoted William R. Jones to senior vice president in charge of the Bankcard division, and promoted the following vice presidents: George N. Ensenat, Watson Morgan and Linda R. Rozinak, banking; Edward Kouneski, finance; C. Brooke Ober, Bankcard division; Jerri Camper Thomas, cash management division.

Stegman & Co., an accounting and management consulting firm, promoted Ken Snoots to senior accountant.
