ELDERSBURG -- The county Planning Commission gave its approval yesterday to a new Denny's restaurant at Carrolltowne Mall.

Construction on the restaurant at Hemlock Drive West and Liberty Road should begin in November and be finished by March, owner Patrick L. Hess said.

The franchise eatery will have 120 seats and will be open 24 hours a day, seven days a week, he said.

The only day the restaurant will be closed is Christmas, he said.

Denny's will employ 60 to 80 full- and part-time employees, said Mr. Hess, who is president of WDPB Inc. of Abingdon, Harford County.

He said he will take job applications beginning in February. His company operates six other Denny's in Anne Arundel, Cecil, Harford and Talbot counties, Mr. Hess said.

Denny's is a restaurant chain based in Spartanburg, S.C. It has outlets across the United States and in Canada, Puerto Rico and Japan, Mr. Hess said.

The new restaurant here will be one story and will comprise 4,374 square feet, according to a site plan report.

County records show a Friendly's restaurant originally was planned at the site, but those plans were withdrawn in May. Mr. Hess said he was not involved in those plans and didn't know why they were changed.
