Laurel developer to oversee review

A Laurel developer has been appointed to oversee Anne Arundel County's development review process, county officials have announced.

Steven R. Cover, who designs subdivisions, commercial and industrial projects and developments for KCI Technologies Inc. of Laurel, will take over as administrator of the Office of Planning and Zoning's development division.

Mr. Cover, who is certified by the American Institute of Certified Planners, will supervise 14 employees.

Ardath M. Cade, county planning and zoning officer, did not return phone calls yesterday.

In a written statement, Mrs. Cade said she chose Mr. Cover for the job because of his "familiarity with Anne Arundel County and its development processes and extensive knowledge of the public and private sector."

Mr. Cover was on vacation and couldn't be reached for comment.

From 1983 to 1985, he worked in Annapolis city government as chief of the planning division.

While with the city, he reviewed and processed subdivision plans, developments and conditional uses. He also prepared land use and urban design studies.

He worked previously in Atlanta as a senior urban designer in the city's bureau of planning.

Mr. Cover has a master's degree in city planning and another in architecture from Georgia Institute of Technology.
