Charles B. Kelly Jr. Lawyer, hearing officer

A Mass of Christian burial for Charles B. Kelly Jr., a lawyer and retired chief hearing officer for the state insurance commissioner, will be offered at noon today at Immaculate Conception Roman Catholic Church, Baltimore and Ware avenues, Towson.

Mr. Kelly, who lived on York Road in Towson, died Thursday of cancer at St. Joseph Hospital. He was 77.

He retired seven years ago, having worked in the insurance commissioner's office since 1974. Before that, he was general manager and part owner of Kelly Pontiac, an automobile dealership started by his father.

Born in Baltimore, he was a 1932 graduate of Calvert Hall College, a 1936 graduate of Loyola College and a 1939 graduate of the University of Maryland law school.

During World War II he served in the Army in military intelligence.

He is survived by his wife, the former Mary Jane DeVan; four sons, Charles B. Kelly III of Baltimore, John E. Kelly of Fallston, Michael T. Kelly of Cooper City, Fla., and James P. Kelly of Bel Air; a daughter, Sara Jane Huggins of West Chester, Pa.; a brother, John A. Kelly of Rodgers Forge; and eight grandchildren.
