ARRESTS: Northwestern District -- Police yesterday arrested two 13-year-old girls after they reportedly stole property from a house in the 4800 block of Liberty Heights Ave. and later arrested three men who the girls said had sex with them. Police said the two 13-year-old girls and a 12-year-old girl went to the house late Tuesday night and had sex with three men. While leaving the house around 1 a.m. yesterday, the girls stole property valued at about $30. When the three men reported the theft, the two older girls were arrested and charged as juveniles with theft of property under $300, a misdemeanor. At the police station, the girls told police the men raped them. Later, police arrested the three men and were holding them pending charges of statutory rape. The two girls were released in the custody of their parents. The third girl was not charged. Police said that even though the girls apparently consented to the sex act, state law requires that the men be charged because of the girls' ages.
