Tio Pepe Restaurante, 10 E. Franklin St. (410) 539-4675. A recent visit to Tio Pepe's, after an absence of several years, let me know again just why the accolades keep rolling in for this Baltimore favorite. Indeed, it was so bustling, so full of life, so enjoyable I nearly forgot that another work week was just hours away. The tournedos Tio Pepe were superb and almost enough for two meals; the shrimp in garlic, as always, delicious. The service was outstanding -- friendly, professional, considerate -- and easily the best I've ever had at Tio's. Only the close quarters detracted from this memorable meal. Claustrophobes should beware. $$$ -- expensive. (Last visited 6/92.)

Cafe Hon, 1009 W. 36th St., (410) 243-1230. This small, homey restaurant probably wouldn't be getting so much publicity if it weren't for its wonderful name. Cafe Hon has its virtues, but there are plenty of other places that offer good hamburgers and cheap prices. Still, those virtues include a Saturday -- yes, Saturday -- brunch, homemade hot fudge sauce on its chocolate sundaes, coffee from the Coffee Mill, and ground beef the cafe is so proud of it mentions the supplier by name on the menu! $ -- inexpensive. ELIZABETH LARGE Pat & Mike's, 720 Kenilworth Drive, Towson. (410) 821-9303. It doesn't look like a spot to get good barbecued ribs. But if you can live with the fact that Pat & Mike's isn't a bit down-home, you'll get a large rack of baby back ribs, meaty and tender and practically fat free. Great baked beans. Waffle-cut fries. Corn muffins studded with Cheddar. Not that Pat & Mike's is a rib joint -- it has grilled entrees, salads, hamburgers; but the barbecue is the reason to go. $$ -- moderate. (Last reviewed 6/92.)
