WESTMINSTER -- The county Planning and Zoning Commission gave tentative approval to the creation of a new zone that would allow the development of campus-like industrial areas.
In approving the measure, the commission forwarded it to the county commissioners, who can create the new zoning.
"The purpose of the new zone is not to replace existing industrial zoning but to add an additional category," said staff planner Gregg Horner.
While there has been no groundswell in the county for this type of zoning, Horner said, the planning department wanted to create a zoning category that can accommodate future demands of industrial developers.
By creating industrial campuses, the county will be able to attract some of the newer industrial users like computer and biotech companies and maximize the amount of greenery within the industrial area.
David Duree, a commission member, said the zoning "was a responsive solution," but he said that the county should be very cautious about using the zoning.
Director of Planning Edward R. Cueman said the planning staff would work on ways of implementing the proposed zoning. He also said that it would be part of a comprehensive review of the county's zoning that will begin this January.
In other action, the planning commission:
* Approved subdivision requests and site plans for 12 developments. The number of planned units in the developments ranged 2 to 107.
The largest development was Sherlock Holmes, a subdivision of 107 lots on a 92-acre tract off the west side of Mineral Hill Road near Erin Road.
The commission approved plans for the three-phase subdivision on the condition that the developer receive permission from the Bureau of Storm Water Management and Sediment Control. Commissioners wanted to ensure that Snowdens Run, a trout stream, would not be affected by the development.
Hillandale Trailer Park received approval to create nine mobile home sites in the 79-home site on the south side of Route 140.
Westminster Bank and Trust received approval to create a new branch in Union Mills with a drive-through teller window.
* Approved amending the major street plan for the Hampstead area by changing the alignment of McAllister Lane. The change affects the future extension of the street, should it be built.
* Accepted the 10-year facilities master plan for Carroll County public schools. This is the same plan that the school board approved last month.
* Received a request for rezoning 10.2 acres from conservation land to business on the southeast corner of Route 140 and Route 91.
