New positions

Sybase Inc., a software company in Bethesda, promoted Annette Kerlin to the newly created position of vice president of federal operations, and hired Michael H. Cottle as district manager of civilian agencies.

Crown Central Petroleum Corp. in Baltimore named J. Michael Mims vice president of human resources, and promoted Patrick D. McCafferty to director of internal auditing and consulting.

Bethlehem Steel Corp. in Sparrows Point announced the retirement of S. Robert Kinghorn from his position as controller.

University of Maryland at Baltimore and University of Maryland Baltimore County named Susan K. Vanderlinde technology administrator in the Office of Technology Development.

SHL Systemhouse Inc. in Baltimore named Robert W. "Joe" Davis general manager.

Disclosure, an information retrieval and delivery service in Bethesda, named William C. O'Conor product manager for the Disclosure/Worldscope line of international company data bases.

KCI Technologies Inc. in Baltimore named Mike Miyamoto senior project engineer in the transportation division and Claire Boehmler marketing manager for the business development division.

MicroProse Inc., a Hunt Valley-based producer of entertainment software for personal computers and video game systems, elected Mark L. Barnett president, U.S.A.

Roy Rogers Restaurants, a division of Hardee's Food Systems Inc., promoted Sharon Fogg to vice president, marketing. Ms. Fogg will be based in the Linthicum office.

The White House Inc., a Linthicum-based chain of clothing stores, appointed Danny M. Blevins northeast district manager.

Flying Fruit Fantasy, U.S.A. Inc., a Baltimore-based beverage company, named Lisa M. Rich controller.

G. T. Laboratories Inc., a Chicago-based manufacturer of contact lens materials, appointed Gary J. Burton of Owings Mills regional sales manager.

Financial services

First National Bank of Maryland promoted Richard H. Bass to senior vice president and division officer in the Corporate Trust Services division; and Brooks W. Thropp and Andrew W. Fish to vice presidents in the National division.

First Advantage Mortgage Corp. promoted Susan Michael to assistant vice president/manager of quality control in the Columbia office.

Carroll County Bank and Trust Co. named Elizabeth Andes Brown and Judy A. Cullison vice presidents. Laura G. Smith, Stephanie Gayle Brewster, Margie Weiner and William Stocksdale were named assistant vice presidents.
