Two Carroll County children and their 28-year-old uncle were killed and a third child was critically injured last night when the man lost control of his car and crashed into a tree.

Steven Glenn Hill of the 900 block of McKinstry's Mill Road in Union Bridge was driving a 1989 Oldsmobile south on Quaker Hill Road about one mile from his home.

Police said he was speeding when he crossed the center line and alcohol was a factor.

"There's no way he was going 30 mph the way he hit that tree," said Cpl. Keith Papi of the state police. The impact smashed the front end of the car up to the dashboard.

Four people were in the car. Killed were Mr. Hill; Tierra Irene MacGarry, 1 1/2 , also of the 900 block of McKinstry's Mill Road, who was sitting in the passenger seat; and Derrell Cortez Smith, 6, of the first block of Grand Drive in Taneytown, sitting in back. All were pronounced dead at the scene.

The boy's twin brother, Terrel Devin Smith, also in back, was critically injured.

He was flown by MedEvac helicopter to Johns Hopkins Hospital.

The twins are cousins of the girl, police said.

None of the occupants of the car was wearing a seat belt, police said.

Although restraints might have helped the boys in back, the impact was so great that belts probably would not have prevented the deaths in the front seat, Corporal Papi said.
