MANCHESTER — Rohrbaugh's celebrates

MANCHESTER -- Bill Rohrbaugh's Charter Service Inc. at 3395 Main St. will celebrate its 20th anniversary at an open house from 2 to 6 p.m. May 31.

Tours of the facility will be given and light refreshments served. Prize drawings and tour and travel discounts will be offered.

The tour bus company was founded when Bill and Nancy Rohrbaugh purchased Smith Bus Service Inc. with four motor coaches. They have purchased more buses since, and in 1985, began a full-service travel agency. They also have a Baltimore office.

Their fleet now includes 18 motor coaches, two Lincoln Town Cars, one Mercedes-Benz, 14 school buses and two 14-passenger vans.

Board chairman named

WESTMINSTER

WESTMINSTER -- K. Wayne Lockard, a local real estate agent, has been named chairman of the board of directors for Union National Bank. Farmer Donald C. Essich was named vice chairman.

Lockard, who had been vice chairman, replaces Harvey B. Bair, who stepped down after three years as chairman. Bair will continue to serve on the board.

Lockard is an associate broker in the Westminster office of O'Conor, Piper and Flynn and has been a member of the bank's board since 1973.

He is a member of the executive committee of Carroll County Health Services and president of the Carroll County Med Services Corp. He and his wife Bonnie live in Westminster.

Essich and his wife, Sandra, farm 700 acres outside Westminster. He has been a bank board member for nine years. He is chairman of the county's Agriculture Commission and a member of the Maryland Agriculture Commission and the county's Economic Development Commission.

Union National has operated in the county for 175 years. It had assets of about $150 million in 1991 and has seven branches in the county.
