Thomas J. Keyes, a former Baltimore deputy police commissioner, died yesterday at Good Samaritan Hospital, where he was being treated for a lung infection. He was 82.
Mr. Keyes, who lived in Hamilton, served with the city police force for more than 40 years. He was deputy commissioner in charge of the Services Bureau for nearly 11 years when he retired in 1978.
Born in Baltimore, he was a 1929 graduate of City College. He began his career with the city department as a Southwestern District officer.
