New positions

JCB Inc., a manufacturer of backhoe trucks, named Richard Aldersley vice president of sales, Ron Crites vice president of parts and service, and Larry Carroll vice president of finance and administration. Signet Bank promoted Pamela J. Shipp to vice president of the real estate division.

Maryland Insurance Group, a provider of personal and commercial insurance products, appointed Carl E. Chamberlain senior vice president of corporate underwriting.

Spivey Associates-Mutual of New York, a provider of insurance, pension and investment products, named Darryl G. Smith and Steven L. Seldowitz associates.

Latimer & Buck Inc., a subsidiary of Legg Mason Inc., promoted William M.Libercci Jr. to vice president and Timothy William Greisman to assistant vice president.

Citibank named Margaret Alton president of the mid-Atlantic region. Ms. Alton will manage the consumer banking activities of Citibank, F.S.B. and Citibank (Maryland) in the District of Columbia and Maryland.

Health care

St. Agnes Hospital in Baltimore promoted Maribeth Schmitt to director of financial operations, Rhonda Anderson to assistant vice president/controller and named Marsha T. Oakley breast cancer screening coordinator.

CIGNA Healthplan of Mid-Atlantic Inc., a health maintenance organization based in Hartford, Conn., appointed Linda K. Hacker vice president and executive director. Casey & Associates Inc., a regional commercial and industrial real estate firm, promoted T. Courtenay Jenkins III to senior vice president and Richard H. Pettingill to senior vice president and partner/stockholder of the firm.

Legal and professional

Hodes, Ulman & Pessin, a Towson-based law firm, appointed the following to its new Columbia office: Louis Jay Ulman and Richard Schreibstein partners, Joseph P. Kempler senior associate and Alan M. Foreman of counsel. The law firm also named Robert N. Kilberg partner and director of the litigation division.

Semmes, Bowen & Semmes, a Baltimore-based law firm, named Kent Koji Matsumoto associate in the international and environmental law departments, Gay Ann Spahn associate in the maritime and business litigation practice group, and Brian A. Balenson associate in the estates and trusts practice group.

Advertising, public relations

The Bomstein Agency, a Washington-based advertising agency, named Joanne McInnis director of new business.

On the board

North Arundel Hospital in Glen Burnie named Dr. Charles J. E. Arnold and Lysbeth Courtney to the board of directors. Dr. Arnold recently completed a two-year term as president of the hospital's medical staff, and Ms. Courtenay is a hospital volunteer.

Mercantile Bankshares Corp. and Mercantile-Safe Deposit and Trust Co., elected George L. Bunting Jr. and Donald J. Shepard directors. Mr. Bunting is president and CEO of Bunting Management Group, a financial management company, and Mr. Shepard is president and CEO of Aegon USA, a holding company for several insurance companies.
