Commissioners may phase in utility rate rise South Carroll residents assail increase at hearing

ELDERSBURG -- The county commissioners say they will consider phasing in increases in water and sewer rates, after angry South Carroll residents at a packed hearing blasted the board for proposing to double their utility bills.

Sykesville resident Steven Hudgins, a former county govern

ment engineer, gave "qualified support" for the increases, but he advocated phasing them in.

Quarterly service charges are proposed to increase from $13.21 to $20.35 for water and from $19.17 to $24.42 for sewer service. Usage charges are proposed to increase from 25 cents to $1.30 per 1,000 gallons for water and from $1 to $2.46 per 1,000 gallons for sewer.

Connection charges for new customers in the Freedom District are proposed to increase from $3,098 to $5,112 for sewer and from $710 to $2,170 for water.
