The National Information Technology Center, a new Rockville-based non-profit group devoted to the development and support of technology, has named Michael J. Walter president and chief executive officer.

Mr. Walter, 49, was vice president of marketing and corporate service for the Corporation for Open Systems, a McLean, Va.-based research and development consortium.

He said he hopes to establish the center as a "technology brokerage" for researchers and developers of new technologies.

Mr. Walter envisions technical experts at the center assisting and advising researchers and developers from established companies to small entrepreneurs as they try to develop technology-based products for sale.

"We're going to provide a place where people in the industry can come to learn about new technologies on a higher technical level," said Mr. Walter, who assumed his new post March 16.

Toward that end, he said, he hopes to develop programs aimed at "people who spend their lunch hours and late nights developing little applications," people who have ideas for technology products but aren't sure how to develop them.

Some of the funding for the center, which is open to companies and organizations nationwide, comes from the Maryland Department of Economic and Employment Development, which has earmarked $5 million for the project over a five-year period. So far, $2 million has been appropriated.

DEED hopes the center will be instrumental in developing the emerging industry of information technology in the state, creating new jobs in the process.

The center is assembling its staff and looking for permanent headquarters along the Interstate 270 corridor near Rockville. Mr. Walter said he expects to have a staff of 18 by fall, when the center plans to open to the public.
