WINFIELD — About 100 people took part in the March of Dimes here Sunday, raising about $10,000 in the campaign for healthier babies.
Rain and cold weather hampered the effort, the first in Carroll County, said Karen Gatzke, public relations assistant. About 150 walkers collected pledges and signed up for the 10-mile march, which began at South Carroll High.
"Those who didn't make the walk can still collect sponsor pledges," she said. "We fell under budget and every donation will help."
The organization scheduled five walks across the state and, with the help of 4,500 walkers, raised about $475,000.
REPLACEMENT IS SOUGHT
SYKESVILLE -- The Town Council is accepting resumes for a vacant council seat, after Wiley Purkey resigned Monday night.
Candidates must be 18 years old, registered voters and town residents for at least one year. Resumes will be accepted until May 11, when the council will fill the seat by secret ballot at its meeting at 7 p.m.
Those interested in the position may contact Clerk/Treasurer Vincent Diffenbaugh at the Town House, 795-6390.
In other action, the Planning Commission presented its Small Town Planning Guidelines to the council at a public meeting.
Only two citizens commented on the guidelines, based on their own residences, while two councilmen raised several questions about street widths, parking, back and side yard setbacks and the effect on current developments.
Planning Commission members said they would address the concerns at a workshop before the May 11 Town Council meeting, when they will ask for introduction of the guidelines.
The guidelines must be advertised for a public hearing and approved by the council as a zoning ordinanceamendment.
The council decided to make no exceptions to the ordinance forbidding the discharge of firearms in town limits. Police Chief Wallace Mitchell said his office received several complaints recently about shots being fired during a skeet shoot behind Schoolhouse Road.
Mitchell said the property owner has had skeet shoots in the remote area since 1969, with little or no complaint from neighbors.
Due to an increased population, the council agreed to instruct the property owner that he can no longer have the shoots.
The county commissioners voted, 3-0, Monday to rezone seven acres near Melrose from agriculture to business use.
The parcel ispart of an 80-acre tract on the northeast side of Route 30, 800 feetsoutheast of Wentz Road.
Roger L. and Brenda S. Reese of Manchester petitioned for the rezoning.
No one opposed the rezoning at a public hearing last September.
The commissioners said the Reeses plan to move an automotive shop from Hampstead to the Melrose location and possibly use existing farm buildings on the property.
Another 11.5-acre parcel bordering Route 30 near Wentz Road was rezoned from agriculture to business in August 1990.
CHILD SUPPORT IS STUDIED
Carroll County continues to have a very high rate of child support collection, according to recent statistics distributed to the Social Services Board at its monthly meeting Tuesday.
As of February, the county was able to collect $2,239,649, or 75 percent, of its goal of $2,969,292.
It matched the level achieved in other Maryland countiesand was the third highest in the state.
Carroll also was able to increase monthly collection by 34 percent in February, according to state statistics.
In another matter, the department learned that itreceived high marks for its services in a recent survey of social services clients.
The April survey showed improvement over a similarsurvey taken at the end of March.
Of the eight clients surveyed April 14, all said they were seen within five minutes of their appointments.
All said the social workers were courteous and helpful.
Only two clients said they did not receive the assistance that they requested.
One person who complained, saying the social services system in Maryland "stinks," received a phone call from the director explaining that he was making three times the amount allowable to receive state assistance for medical care.
TAX EXTENSIONS DENIED
The county commissioners yesterday granted tax extensions to six property owners and denied extensions to six others.
County Comptroller GeneCurfman has recommended that extensions be granted only to property owners under "severe financial hardship" due to unemployment, medicalbills or marital separation.
Curfman said his office has receivedseveral requests each week for extensions. Many property owners are seeking extensions to avoid fees associated with the sale of properties, he said.
Property tax bills were mailed last July for the current fiscal year, which ends June 30. Bills were considered late if they weren't paid by September 1991, county officials said.
