U.S. Department of Labor named Burton J. Fishman deputy solicitor for national operations. Mr. Fishman was a law partner in the labor department of the Weinberg & Green law firm.

Gary Goldman Design Studio, a Columbia-based graphic design studio, named Catherine Dobler coordinator for new business development.

The Corridor Real Estate Journal in Silver Spring named Donna Engelgau editor.

Optic Graphics, a Glen Burnie-based printing and manufacturing facility appointed Vernon Bankard printing manager and Frank Foster pre-press manager.

Baltimore International Culinary College appointed Courtney J. McKeldin vice president of institutional advancement.

KCI Technologies Inc., a Baltimore-based engineering firm, appointed C. Kerry Leberknight senior associate for project development.

American Trade Bindery Inc., a Baltimore-based bindery for printers and publishers, named Melissa Hanrahan vice president of operations.

The Polo Grill, a restaurant at the Inn at the Colonnade in Baltimore, named Sharlene Sherman director of catering sales.

Government Technology Services Inc., a provider of microcomputer products in Chantilly, Va., named Deborah M. Tucker vice president of corporate communications.

B. Von Paris & Sons Inc., a subsidiary of the Von Paris moving and storage company in Timonium, appointed Larry Gross manager of operations for the Von Paris Potomac division, Art Feeney executive vice president of corporate operations and John von Paris vice president of corporate sales and marketing.

Northeastern Plumbing and Heating Supply in Baltimore appointed Carl H. Grund Jr. corporate credit manager.

American Red Cross named Frank L. Miller Jr. executive director of the Central Maryland Chapter in Baltimore.

The Francis Scott Key Medical Center in Baltimore promoted Sandra Reckert-Reusing to associate director of public affairs.

The Johns Hopkins Medical Services Corp., a regional group medical practice, appointed Dr. Thomas C. Royer president, chief executive officer and chief operating officer.

Financial services:

Maryland Insurance Group, a provider of personal and commercial insurance products, appointed Jana R. Barnett vice president, corporate secretary and associate general counsel.

Signet Bank promoted M. Scott Ellicott to officer in the commercial finance division.

SEI Capital Resources, a provider of investment services in Wayne, Pa., promoted James V. Morris to managing director.

Citibank named Margaret Alton president of the mid-Atlantic region. Ms. Alton will manage the consumer banking activities of Citibank, F.S.B. and Citibank (Maryland) in the District of Columbia and Maryland.

Hodes, Ulman & Pessin, a Towson-based law firm, appointed the following to its new Columbia office: Louis Jay Ulman and Richard Schreibstein partners and Joseph P. Kempler senior associate and Alan M. Foreman of counsel.

Semmes, Bowen & Semmes, a Baltimore-based law firm, named Kent Koji Matsumoto associate in the international and environmental law departments.

Classic Communications Corp., a Baltimore-based advertising, design and public relations agency, named David J. Kaufman communications consultant.

Real estate

Casey & Associates Inc., a regional commercial and industrial real estate firm, promoted T. Courtenay Jenkins III to senior vice president and Richard H. Pettingill to senior vice president and partner/stockholder of the firm.

On the board

North Arundel Hospital in Glen Burnie named Dr. Charles J. E. Arnold and Lysbeth Courtney to the board of directors. Dr. Arnold recently completed a two-year term as president of the hospital's medical staff, and Ms. Courtenay is a hospital volunteer.

Baltimore City Life Museums appointed the following trustees to the board: Dr. Jai P. Ryu, professor of sociology, Loyola College; Kevin M. O'Keefe, president, Adams Sandler; William A. Kevit, branch manager of U.S. Marketing, International Business Machines Corp.; and Ann T. Gallant, president, Gallant Marketing Inc.
