Teacher furloughs and serious budgetary problems notwithstanding, Baltimore County is sending its 10-member school board to Orlando, Fla., for four days for the National School Board Conference's annual convention in the home of Disney World. It's a good chance, the board chairman says, to see what's going on nationally in education. True, no doubt. But two other Baltimore-area jurisdictions aren't participating, and two others are each sending two board members -- all to conserve taxpayers' money.
