Severn Youth Found Delinquent

April 22, 1992

A 17-year-old Severn boy faces more than three years in a juvenile detention facility after being found delinquent in an automobile accident that killed a New Rochelle, N.Y., couple last October on the Baltimore-Washington Parkway.

The boy was found delinquent Monday on two counts of automobile manslaughter and on charges of speeding and reckless and negligent driving, said Robert Bittman, an assistant state's attorney.

A driver on the parkway testified that a 1987 Chevrolet Celebritydriven by the youth passed him at about 90 mph just minutes before the crash.

The Chevrolet crossed the median strip of the highway, just inside the Anne Arundel County border with Baltimore, entered thenorthbound lane and crashed head-on into the New York couple's late-model Lincoln Continental.

Killed in the crash were Victor L. Ridder, 49, and his wife, Mary J. Ridder, 48.

The boy, whose listed address is in the 7900 block of Millstone Road, faces the possibility of commitment to a juvenile detention facility until he turns 21, Bittman said. The boy's sentencing is scheduled for May 18.
