Carmen Turner, undersecretary of the Smithsonian Institution, died Thursday of cancer at the age of 61. Before taking over the Smithsonian's No. 2 position in December 1990, Mrs. Turner served seven years as general manager of the Washington Metropolitan Area Transit Agency, the nation's second largest rail and fourth-largest bus transit system.

Gale McGee, a Wyoming Democrat who served nearly 20 years in the Senate and was later ambassador to the Organization of American States, died Thursday. He was 77. Mr. McGee won his first Senate term in 1958 and left the body in 1977 after losing a re-election bid to Republican Malcolm Wallop.
