Katz Insurance Agency opened a Katz Financial Services division to provide life insurance, health and disability insurance, mutual funds and annuities. The six regional Katz Insurance locations will also offer financial services.

Dr. Richard J. Pappas, president of Harford Community College, won the 1992 Pacesetter Award from the National Council for Marketing and Public Relations.

Noble Steed Associates, an advertising and marketing agency in Lutherville, won four awards in the Flashes of Brilliance Competition sponsored by the Academy for Health Services Marketing; two best-of-category ADDY Awards from the Advertising Association of Baltimore for a multimedia campaign and an outdoor billboard for the Johns Hopkins Asthma and Allergy Center; and two national Telly Awards for a television commercial produced for The Prudential Health Care Plan.

Angela DiFrancesca, a student at Harford Community College, was named the college's Student Employee of the Year. Ms. DiFrancesca is employed by First Virginia Bank of Central Maryland, Festival Branch.

Essex Corp. in Columbia was named Small Business Supplier of the Year by Rockwell Space Operations Co. in Houston, Texas.

Rep. Helen Delich Bentley was named Woman Business Advocate of the Year by the Maryland National Association of Women Business Owners.

WPOC Radio in Baltimore received an award for promotional excellence from Country Radio Broadcasters. Willmann Tenant Services Inc. was opened by Steven Willmann in Olney. The company will provide construction and consulting services.

Independent Consulting Associates, a management consulting firm, was opened by James R. Steltzer in Shrewsbury, Pa.

Step By Step Dynamics, a provider of business programs, workshops and seminars, was opened in Columbia by Bob Feaster.

Wal-Mart, a Bentonville, Ark.-based retailer, recently opened a store at 11930 Acton Lane in Waldorf.

Service Corps of Retired Executives (SCORE) appointed Marsh Damerell chairman of the Annapolis Chapter and Linda Mathieu Women's Business Ownership Coordinator for the Southern Maryland Chapter.

National Association of Securities Dealers named Theodore W. Urban to its National Arbitration Committee. Mr. Urban is general counsel to Ferris, Baker Watts Inc., a Washington-based investment firm.

Maryland Hotel & Motel Association appointed Stephen P. Weisz to the board of directors. Mr. Weisz is regional vice president for Marriott Hotels and Resorts.

Public service

Adrian G. Teel was elected to the board of directors of the International Visitors Center of Maryland.

Phyllis B. Brotman was named executive-in-residence at Mary Washington College in Fredericksburg, Va. Mrs. Brotman, president of Image Dynamics Inc., a Baltimore-based advertising and public relations agency, will be working with college students and will serve as guest speaker at the college's annual business breakfast.
