Decoy Police Arrest Man For Solicitation

Annapolis police continued to crack down on prostitution on West Street last week, charging a man with soliciting an undercover officer Thursday night.

An officer posing as a prostitute arrested the man in the 100 block of West Street at about 8:40 p.m. after he allegedlyoffered to pay her $100 for "kinky sex," police said.

The man was identified as Robert A. Loring, 39, of the unit blockof Spa Road.

Another man was arrested on similar charges and a woman was charged with prostitution in the same area earlier in the week.

Those arrested appeared aware of the crackdown. The woman complained that the police were making it difficult for her to work West Street, and Loring first asked the undercover officer if she were a "cop" before requesting sex, police said.

In the past three months, police have set up at least six sting operations on West Street. Residents and business owners, who had complained about an increase in prostitution, say the efforts are paying off. Prostitutes no longer frequent the parking lots in City Gate, an upscale town house community behind West Street, several residents said Friday.

LOTHIAN MAN CHARGED WITH STATION BREAK-IN

County police have charged a Lothian man with breaking into a South County gas station early Friday morning.

Officer John Bull and Detective Howard Ebbert were working as a surveillance team at Smitty's Amoco in the 5500 block of Southern Maryland Boulevard Friday morning when they saw a man kick out a panel of the bay door and crawl into the gas station.

Gilbert Franklin, 28, of the 1300 block of Marlboro Road, was charged with one count of breaking into the station.

The service station had been broken into seven times since October, police said. Police questioned Franklin about possible involvement in the other break-ins.

Franklin was being held in the County Detention Center on a $50,000 bond.

CITY MAN CHARGED WITH BATTERING WIFE

A 25-year-old Annapolis man was charged with assaulting his wife and leaving her unconscious in a ditch, city police said.

Alexis S. Mestanas, 25, of the 700 block of Rosedale Street, was charged with assault and battery after his wife was found in a ditch on the street, police said. Neighbors directed police to nearby woods, where they found Mestanas, police said.

MAN, 25, ARRESTEDON DRUG CHARGES

A Severna Park man was charged with possession ofcocaine after police stopped him in Freetown Village Tuesday.

Leroy Pulley Hilton, 25, of the 900 block of Ritchie Highway, also was charged with possession of drug paraphernalia.

Officers said they stopped and searched a man walking down Levy Court at 8 p.m. drinking a beer.

MARIJUANA ARREST MADE IN EDGEWATER

County police have charged an Edgewater man with possession of marijuana after detectives searched his home Thursday.

Police said officers searched the home in the unit block of Dental Road at 9:45 p.m. They found a small amount of marijuana, police said. Joseph O. Rawlings, 23, was taken to Southern District station to be charged.
