Police Commissioner Edward V. Woods said yesterday that he has hired Sam Ringgold, a news reporter with WMAR-TV, to replace longtime public information officer Dennis S. Hill, who said he was forced to retire.
Mr. Hill said that at the time of his departure, Commissioner Woods told him that his position had been abolished. Instead, the information office has been renamed the public affairs division and will work directly under the commissioner's office.
The replacement of Mr. Hill, who is white, by Mr. Ringgold, a black newsman, comes at a time when a series of white commanders are leaving the city department or seeking other employment in the wake of a departmental reorganization.
Commissioner Woods declined to discuss the move any further, and Mr. Ringgold was unavailable for comment. Mr. Hill, however, said he wishes his replacement well.
"It doesn't upset me," he said. "I knew there was going to be someone else."
