Ex-Signet official becomes partner in recycling company

Former Signet Bank/Maryland President William H. Cowie Jr. has joined Pencor Inc., a new Baltimore waste-recycling company, as partner and chief financial officer, the company has announced.

"Mr. Cowie's proven financial expertise, broad experience in management and marketing, and national as well as international business contacts make him a superb addition to our team," Pencor President Andrew H. Kaufman said.

Mr. Cowie, 61, who retired from Signet last April, said he was attracted to the company because he thinks the recycling business has good prospects.

He also said he has known some of the company's other partners through business and civic associations and is a good friend of Pencor Executive Vice President Robert W. Katzen.

Mr. Cowie said the year-old company is in a start-up phase and is seeking contracts to develop industrial and municipal facilities for disposing of and recycling solid waste. That includes manufacturing plants that would turn recyclable materials into usable products.
