FRP Development Corp. of Baltimore plans to build a $6 million, 172,000-square-foot office and warehouse complex called the Rossville Business Center on a 10.4-acre parcel in the Rossville Industrial Park, next to Golden Ring Mall.
FRP bought the land from James F. Knott Development Co., developer of the business park, and plans to begin work on the first of two buildings next month, with completion scheduled for December. According to FRP President David deVilliers, the first tenant is Aetna Shirt Corp., which has agreed to lease 24,860 square feet of space. Dan Colhoun of Casey & Associates represented the tenant. Peter Dudley and Bill Miller of Kayne Levin Neilson Bavar Realtors are handling leasing for FRP's project.
Construction of the second building will depend on market conditions, the developers say.
Mariner Health Care
About 200 jobs, not all of them full-time, would be created by the recently proposed conversion of the former North Charles General Hospital into a 115-bed nursing home.
Mariner Health Care of Mystic, Conn., is the contract buyer for the property and will decide by early next month whether to proceed with the project, according to Jennifer Gallagher, vice president of corporate development for Mariner.
Ms. Gallagher said Mariner hopes to open by fall and that it would be the company's ninth operation and the first in Maryland.
Mayor Kurt L. Schmoke and Housing Commissioner Robert Hearn attended groundbreaking ceremonies yesterday for a $600,000 Rite Aid store at the northeast corner of Harford Road and Federal Street in the Oliver community. The developer is Red Leaf Development, headed by Robert Statkiewicz. Jaeger Inc., headed by Eugene Shillman, is the general contractor. John Carroll Dunn of Baltimore is the architect.
The 6,720-square-foot building is one of three Rite Aid stores that Mr. Dunn has designed for construction in the Baltimore area this year by Red Leaf. Others are on Pennsylvania Avenue next to the Lafayette Market and on Frederick Avenue west of Paradise Avenue in Catonsville.
Two local architectural firms, Amos & Bailey and Grieves, Worrall, Wright and O'Hatnick, have joined Zeidler Roberts Partnership on the design team for the $161 million Christopher Columbus Center for Marine Research and Exploration, the research center planned for Piers 5 and 6.
The construction manager is a joint venture of Barton Malow Co., Essex Construction Co. and Constellation Design Group. The development manager is Harbor Development Services Partnership, a partnership of affiliates of the Rouse Co.; the Henson Co.; Bacon and Co.; and Savannah Development Corp., headed by Bettyjean Murphy.
A complete list of consultants on the project was to be submitted today to the state's Board of Public Works. Stan Heuisler, chairman of the Christopher Columbus Center Development Inc., said about 50 percent of the work on the project will go to firms that qualify as minority business enterprises or female-owned businesses.
The Baltimore International Culinary College has taken over as operator for the Inn at Government House, the city-owned hotel and conference center at 1125 N. Calvert St.
The school replaced the Society Hill hotel chain as operator of the 20-bed inn and is negotiating with the city to lease it on a long-term basis, according to college spokeswoman Tina Regester.
About a dozen students from the college work at the inn under the direction of innkeeper Mariana Palachios, a college employee. "It's a hands-on learning experience," Ms. Regester said.
*Kitchen equipment and a six-day liquor license from L'Auberge Restaurant in Fells Point will be sold at an auction on the premises, 505 S. Broadway, March 27 at 10 a.m. A.J. Billig & Co. is the auctioneer. The auction is a creditor's sale on behalf of the U.S. Small Business Administration.

* The RREEF Funds of Bethesda has begun an renovation of the 81,424-square-foot Crofton Station Shopping Center in Crofton. Architects for the project are George Vaeth & Associates of Columbia and Design International of Baltimore. Simons Construction Co. is the general contractor. Completion is expected by April 12.
* United Engineers and Constructors of Philadelphia has been selected to be the designer of the $21.5 million Maryland Bioprocessing Center Inc. planned for a city-owned parcel that will be incorporated into the Johns Hopkins Medical Institutions' Bayview campus in East Baltimore. Work on the 30,000-square-foot center is expected to start in early 1993 and be complete by early 1994.
