State turnout for primary set a record

Take a few hot races, a worrisome economy, an earliest-ever presidential primary and you have the ingredients for a record primary election turnout.

That's what we got with Tuesday's estimated 40.8 percent turnout, according to Gene M. Raynor, head of the state elections board.

In the 1988 primary, 37.3 percent of eligible voters cast ballots.

Mr. Raynor said the attention paid to Maryland by Democratic candidates for president also helped boost the total, as did the efforts of Mayor Kurt L. Schmoke and his political organizations.

Even with that well-publicized effort, however, the city turnout was below that of the state as a whole, at 34.8 percent.

In some of the brisk congressional races, turnout was well above 40 percent, although Prince George's County turned out only 38.1 percent, despite a vigorous contest in the newly designed 4th District.

The city's turnout was the lowest of the state's jurisdictions. The highest was Montgomery County, 46.7 percent.
