City Councilman Wilbur E. Cunningham has introduced a charter amendment that, if approved by voters, would require all new city government employees hired after Jan. 1, 1993, to live in Baltimore. The Evening Sun would like to know what you think. Should the city hire only city residents for government jobs? Would a residency law hurt Baltimore's relationship with neighboring counties ?
