Housing Authority Targets Tardy Rents

In an effort to crack down on tardy rent payments, the Annapolis Housing Authority wants to move up its collection date and take perennially late tenants to court.

Instead of giving a week's leeway, the authority wants to change its late collection date to the third day of the month.

Housing Director Harold S. Greene told the commissioners yesterday that the agency stands to lose federal subsidies by having too manytardy payments. By moving the collection date up to the third of themonth, the authority can take residents to court earlier, he said.

"This won't affect residents who pay their rent on time," said Melvin Colbert, director of residential services. "It will affect residents who each month, time after time, don't pay their rent. We've got to do something about it, plain and simple."

Commissioner Walter Sterling questioned the approach. Saying he's often late himself, the commissioner asked if taking a tenant to court after three days was fair.

Greene said the proposal is geared toward tenants who are repeatedly late. He also promised to introduce an accompanying proposal to waive the current late payment as an encouragement for tenants to pay sooner.

In other business at the authority's monthly meeting, the commissioners:

* Agreed to form a partnership with the Annapolis Boys and Girls Club to begin recreation programs in the Annapolis Gardens community.

* Heard a report that the waiting list for subsidized housing was being updated. In an annual "purge," the authority deleted names of applicants no longer interested in public housing and cut the list from 1,100 names to about 600.

* Discussed a recentopen house to invite contractors to bid on projects. The authority is developing a five-year plan for renovating its communities.
