Last winter, soon after a military force led by the United States drove Iraqi troops out of Kuwait, the Bush administration predicted that Saddam Hussein would be ousted from power within months. Today, Saddam remains in power, Iraq retains a dangerous military arsenal, and liberated Kuwait is as undemocratic as ever.
