5 No sooner had slow-growth advocates begun catching their collective breath than developer Donald R. Reuwer Jr. proposed plans for the largest residential, commercial and golfing village in the county outside of Columbia.
The 682-acre Waverly Woods, just east of the county landfill at Marriottsville Road and Interstate 70, would be almostevenly split between housing and business uses, Reuwer said in a July zoning petition. He wanted to change the zoning from rural -- one house per 3 acres -- to a variety of commercial and residential uses.
Although Reuwer said the project would not begin for 2 1/2 years and would take two decades to build, nearby residents, many of whom live in Reuwer developments, were not impressed.
During a July 22 standing-room-only meeting to tell residents his plans, Reuwer asked leaders of neighborhood organizations to give him their names so he could arrange follow-up meetings.
As Reuwer did so, Wetherburn resident David Stough sent around a list of his own, saying, "If you're willing to work against this proposal, please sign here."
Many did, and a protest group, Citizens Allied for Rational Expansion, was formed. Led by Stough, more than 200 protesters from the group picketed the county office building Sept. 3, the day Reuwer's petition was to go before the planning board.
Acting on the advice of deputy countysolicitor Paul T. Johnson, the planning board decided not to hear the Reuwer petition until after the county's growth management act expired.
The act, which expired Oct. 31, barred the planning board from making recommendations on rezoning petitions filed after September 1989 if the number of dwelling units permitted on the property was tobe increased or if the density of the residential zoning was to be increased. The Reuwer petition did both.
Reuwer refiled his petition Nov. 1. The planning board will hear the case Jan. 14.
