Here is how members of Maryland's delegation on Capitol Hill were recorded on important roll-call votes last week:

HOUSE: BANKING BILL

By a vote of 344-84, the House passed a bill (HR 3768) making $70 billion in taxpayer-backed credit available to the Federal Deposit Insurance Corp. for closing failed banks and paying off insured deposits. Future fees on banks would supply up to $30 billion of the capital. The FDIC would borrow the remainder from the Treasury, using seized bank assets as collateral. Taxpayers would stand behind both mechanisms. The bill also steps up FDIC examinations of bank books and makes the deposit insurance fund more secure against risky banking practices.

A yes vote was to pass the FDIC recapitalization bill.

HOUSE: FEDERAL DEPOSIT INSURANCE

By a vote of 74 for and 355 against, the House rebuffed an attempt to limit federal deposit insurance to $100,000 per person per bank, plus $100,000 for an IRA. The vote occurred during debate on HR 3768 (above).

By a vote of 276-156, the House upheld President Bush's veto of a bill (HR 2707) permitting pregnant women to get abortion counseling at federally funded health clinics. The margin was 12 votes shy of the two-thirds majority Democratic leaders needed to override the veto of the Department of Health and Human Services spending bill.

SENATE: BANKING SERVICES

By a vote of 34 for and 62 against, the Senate refused to require banks to help the poor and the elderly by cashing government checks at a small fee and offering "lifeline" accounts that allow limited activity at low or no cost. This occurred before the Senate passed, on a non-record vote, a bill providing $70 billion in new capital for the Federal Deposit Insurance Corporation (S 543).

A yes vote was to require certain banking services for the poor and the elderly.

SENATE: BROKERED DEPOSITS

By a vote of 64-32, the Senate defeated an amendment to prohibit federal deposit insurance from covering "brokered deposits" in banks. Such risk-free investments are packaged by securities brokers and sent nationwide in search of the highest interest rates. The amendment was offered to the FDIC bill (above). Mindful of how brokered deposits fueled the S&L collapse, the bill restricts them to strong banks.

A yes vote supported federal deposit insurance for brokered deposits in strong banks.
