A bill that would reverse an administration-backed ban on abortion counseling at federally funded clinics has been sent to President Bush, who has vowed to veto it. The bill would suspend for one year the rule prohibiting doctors and other health-care providers at federally funded clinics from telling women of their legal right to abortion.
