Is It Fair To Have Developers Pay An Impact Tax To Improve Roads? Doyou Think

COUNTY COMMENTS

It Would Hurt The County's Economy?

October 30, 1991

Joel Abramson, 48, of Ellicott City, attorney in Howard County:

No, I don't think it's fair, not as a condition for developing property, not in this sluggish economy. The county needs development as muchas the developers need the county. Until the government realizes that it is an essential partnership, the economy will suffer. I am a little irritated with all the road construction to begin with. If I had a choice between that or police, I would choose police. If I had a choice between roads and teachers, I'd take teachers. But it all depends on the project.
