Halloween Ground Rules

Police and administrators in the county's three towns are asking ghosts, goblins and even Teenage Mutant Ninja Turtles to take to the county's streets during limited hours on Thursday for Halloween trick-or-treating.

* Aberdeen: 6 to 8 p.m.

* Bel Air: 5 to 9 p.m.

* Havre de Grace: 6 to 8 p.m. Havre de Grace will hold its annual Halloween parade through downtown at 7 p.m. Wednesday.

NOTE: Hours for trick-or-treating in areas outside the municipalities vary between neighborhood.

Safety tips

Police provided the following safety tips for trick-or-treaters and their parents:

* Parents should accompany small children and provide flashlights to older children.

* Homeowners taking part in the Halloween festivities should turn on an outside light or display a jack-o'-lantern.

* Halloween costumes should be flame-retardant. Face-painting is preferred as part of a costume instead of masks because masks can slip and obstruct a child's vision.

* Children should bring home their treats before eating them so parents can check for any suspicious items. Parents should immediately report anything suspicious to police.
