Waverly Woods developer Donald R. Reuwer Jr. said Monday he intends to resubmit his plans to build a commercial and golfing village on 682 acres off Marriottsville Road to the planning board Nov. 1.

The board postponed consideration of Reuwer's plans in September on the advice of its lawyer, who said that for the board to hear the petitionmay have violated the county's growth management act. The act expires Oct. 31.

Two weeks ago, a residents group formed in opposition to the development called for Reuwer and county officials to work with nearby residents to find a "reasonable solution" to residents' problems with the plan.

Neither the county nor Reuwer has picked up on the idea.

In a prepared statement Monday, Reuwer said he remains "committed to a continued open dialogue" with all adjacent residents "sharing our goals and objectives."

Reuwer, who said he has been meeting withresidents in small groups since July, said no changes were made in his plans as a result of those discussions.

"After hearing so many different things, it appeared that this would be the plan most peoplewanted," he said.
